[XML-SIG] Dropping Python 1.5 support in PyXML

The code can get a lot cleaner by use of things like list comprehensions.

Once I get my home linux box back, I'll take a look at this, too.  It 
would be nice if we could help the expat.sf.net folks (hi fred :) make a 
library and just use theirs.
