If your announcement is so boring that you think you have to Jazz It Up with
animated gifs, multiple typefaces and so forth, perhaps you should rethink
whether or not you should bother announcing it.

Of course you can use *ReST* or *Markdown* here. It's just plain text.
Clients which support it will render the text appropriately, and clients
which don't will display it as plain text.
