why did these companies choose Tcl over Python

wxWidgets has a vector graphics implementations which is a wrapper for
native vector graphics. Look at wxGraphicsContext. It's not perfect
and you may want to use Cairo directly, especially if you need to
render to PDF or postscript for output.
