I can't speak to anything other than the listinfo page in your example,
but someone has edited that template, possibly by the Edit the public
HTML pages and text files -> General list information page link in the
web list admin interface or possibly by using the info in the FAQ at
<http://wiki.list.org/x/jYA9>. The default pt_BR template looks fully
translated to me.

You won't find anything logged about badly translated templates or
missing or incorrect translations in message catalogs. Mailman just
takes what's there and assumes that's what's wanted.
