[Mailman-Users] New Subscriptions (2.1.5)

As a followup to this message, I have also discovered that no 
administrative emails are being sent. We have a bunch of messages which 
are pending approval which no email has been sent to either the poster 
or the admins regarding the post.

Where should I be looking to solve this?
