You want to go the other way with SMTP_MAX_RCPTS.  Set it to something
really high.  

If you set it to 3, it means that your mail server will spawn a delivery
process for every batch of 3 recipients.  On a 16K user mailing list, that's
over 5300 processes for one email!

I'd set SMTP_MAX_RCPTS to 1000 or so and see how that goes.  You can also
set it to 0, which means all 16K addresses will be sent in one batch, but
delivery will take FOREVER for each message to get to every recipient.

Anyway, tune from there.
