I had the same problem (some people received even about 10 copies of the
subscription message), and yes, some members received also messages
twice.  The latter problem disappeared after I set number of outgoing
connections to 1 instead of default 5 in Mailman.  However mass
subscriptions are still sent more than once to some users.
