[TriZPUG] PyCharm 3.0 free edition

PyCharm 3.0 is out and includes a free community edition! I've been using
this IDE for over a year now and really love it. On first glance, it seems
that the pro (paid) edition is mostly about integration with specific
frameworks and other languages, but retains all of the core IDE features.
So I suspect the free edition could be very useful to a lot of people.
