Regarding, 1), what is the output of running that command for you?

As far as a Windows SVN tool, I'm a big fan of TortoiseSVN.  It's one of
maybe two things that I actually miss from Windows.  I am not aware of a
tool to make buildouts easier, though.  Feel free to ping me with specific
questions.
