      If you're not ready to tackle TAL, another approach might be to
turn off Automatic Tabs and manually add the tabs you want by going into
the ZMI -> portal_actions and creating items with the category field set
to 'portal_tabs'. If you look at the other items in there, you can
probably figure out what's going on, but if you need help, there's a
very specific walkthrough for adding portal_tabs in Andy McKay's
Definitive Guide that should work.
