[Spambayes] SpamBayes

My SpamBayes stopped working.  I uninstalled, and reinstalled the program,
and now the wizard does not appear when I open Outlook.
 
I am using Microsoft Windows XP Professional
I am using Microsoft Outlook 2003.
 
Please advise.
