So, first you should choose a sub-org, because that will determine where
you find your mentors. There's a list of Python sub-orgs here:

https://wiki.python.org/moin/SummerOfCode/2015#Python_Project_Ideas

And if you're having trouble choosing, you might want to read this:
https://wiki.python.org/moin/SummerOfCode/FrequentlyAskedQuestions#How_do_I_choose_a_project_or_a_sub-org.3F

Each of those sub-orgs has an ideas pages and links that should indicate
how their mentors like to be contacted. Often it's a public mailing
list, and often they prefer it if you have a specific project in mind
(chosen from their ideas pages) so you can ask more specific questions.

For example, Astropy gives a pretty comprehensive list of how they'd
like you to submit an application :

https://github.com/astropy/astropy/wiki/GSoC-2015-Guidelines

(it's worth reading no matter which sub-org you're applying with!)

There's two things worth remembering here if you want to maximize your
chances of being accepted:

1. Many of the best GSoC applicants are ones who demonstrate an ability
to do some research and make decisions on their own, so do your best to
show you're capable of doing! (Narrowing down the list of potential
projects on your own is a good way to show you can do this!)

2. Another core skill for GSoC applicants is an ability to communicate
with their mentors, particularly if they get stuck or if a decision
they're going to make will impact others in the community. So before
you submit an application, do make sure to ask some questions and make
sure you listen to the answers and adjust your proposal based on
suggestions from the community! (For example: "I'm thinking of solving
this problem in this way... would that work for those of you who intend
to use this feature?")

Good luck!
