[SciPy-Dev] welcome Seth Troisi to the SciPy core team

Hi all,

On behalf of the SciPy developers I'd like to welcome Seth Troisi as a
member of the core team. Seth has been contributing since the start of this
year. He has also done a lot of maintenance work all over the code base, as
