[SciPy-Dev] branching 0.19.x soon?

I'm currently running all the module tests on OSX=10.12.3, Python=3.5.2,
NumPy (nomkl) =1.12.0, with the master branch.

scipy.integrate is reporting one test failure, #7038.
scipy.sparse is reporting lots of errors, then segfaults.
