[SciPy-Dev] license of special.wofz (#1741)

Hi,

http://projects.scipy.org/scipy/ticket/1741 reports that the complex error
function (scipy.special.wofz) is licensed such that it can't be included in
scipy. It's algorithm 680 from ACM TOMS. I found some previous discussions
on TOMS licensing, but not on this function. An MIT licensed alternative is
available (see #1741).

Does anyone remember details about the licensing of this function?
