I also think a github wiki is sufficient. It's quite easy to work with
and the fact that the content is stored in git is definitely a plus IMO.
Otherwise, there is also the current scipy.org wiki (MoinMoin) but I
guess there's a good reason for not using it?

And you probably also keep a higher control on data since github issues
are not stored in git but in a database (though there's an API to access
it).
