No, but another possibility is Netbeans.  A colleague of mine has switched 
from Eclipse -> Netbeans for Python development, and appears to be 
sticking with it after some months.  I think he said there's some useful 
Python refactoring & code browsing support, though like Eclipse it's far 
from perfect.  Netbeans does have free vim emulation support available -- 
this is claimed to have proper vim-ness, not just a thin set of 
keybindings [1].  Last I looked, Eclipse didn't any free support for 
vi-style editing.  Netbeans also has a GPL-compatible license, unlike 
Eclipse.  I don't know any more about it than that, since nothing has 
pushed me away from emacs + viper yet :-)
