It's Travis Oliphant who started this reworking, I am not really
familiar with the current state of affairs. It seems the main problem
is lack of manpower, as usual. I just became a NumPy developer, and I
hope to find some time to work on it in the near future.

If anyone out there wants to see real progress, reduce the discussion
of operators a bit and contribute to the development NumPy and MatPy
instead!
