[pydotorg-www] [Python Wiki] Update of "BeginnersGuide/Programmers" by ranjitbhatta

Hello folks,
This person has moved his resource from second place to the first place. I
am not too finicky about the order/ranks but it seems unethical to bring up
your resource higher up in the list so I thought of highlighting to you
folks (instead of reverting the change).
