[PyDelhi] Research for submitting proposal for next Pycon India.

@Jaidev Epicenter is hardly 100m from my office i will update you guys
about that and i think akshay is right we all can take up venues near
around our places.

For the Pydelhi Conference based on earlier discussions we want to
check for the following:
* Audi 1 : Seating for 500-1000 ( Based on the figure we are expecting
for for the conference. )
* Audi 2/ 2nd Room : Seating for 50-150 used for open spaces/sponsor
sessions etc. ( That's a moderate no to expect in these sessions)
* Reception Space/ Dining Area/ Space Sponsors Stalls and charges for
those spaces.
* 2 Projects
* 2 Set of Audio Setups
* Webcasting facilities and there charges
* Video Production Facility and there charges
* Internet Facility and there charges ( The requirement of the
bandwidth can be shared by someone from the pycon india networking
team )
* Backup Facilities (i.e. D.G sets etc. )
* Parking facilities
* Timing constrains
    - How much time we get the venue for
    - Time we get for setting up the venue
    - Time for pack up etc.
    - I have read that all these are charged separately so need to
clear about that.
* Advance payments
* Documents/Permissions required for hosting the conference.

These are the main things we should keep on the checklist while
visiting the venues. I might have missed on things feel free to
add/subtract.
