[Moin-user] ACL Help for a New User!

Hey Jeffrey,

For starters, while you successfully added your name to the
acl_rights_before, you still have it commented out!  (That's the hashmark
(#) at the beginning of the line).  Uncomment that, and you're halfway
there!
