[Inpycon] Issues with Tickets

Hello

I found no policy or disclaimer regarding cancellation and refunds of
tickets either on explara or on website.

We should put it up soon to avoid any time consuming hassles at a later
stage.

Can the old volunteers share draft of any such policy from past year's
event.
