The problem fixed by liebman is fixed in Makefile.in
revision 1.50 (Expat 1.95.9).

I'm closing this report under the suspicion that this is the
same problem as described by the original poster.  If the
original problem persists with the changed Makefile, please
follow up to this report or submit a new report.

I get the same error when compiling on a system that has an
older  version of expat.h already installed.  In my case I'm
adding additional include dirs... they are being placed
befor -I./lib and -I.

resulting in:
gcc -g -O2 -Wall -Wmissing-prototypes -Wstrict-prototypes
-fexceptions  -I/home/liebman/ats-rt/include
-I/home/liebman/ats-rt/ext/include  -I./lib -I. -o
xmlwf/xmlwf.o -c xmlwf/xmlwf.c
