[Doc-SIG] updates

I should mention that I've added the following to the reStructuredText spec:
chained hyperlinks, new indirect hyperlinks (hyperlink targets referring to
other hyperlink targets; what used to be called "indirect hyperlinks" are
now "external hyperlinks", i.e. the ones pointing to URIs), and anonymous
hyperlinks.
