[Distutils] Q about best practices now (or near future)

Although most of the text from the original Hitchhiker Guide is gone at
this point (since the "fork" a few months back),  the "Packaging Tutorial"
as it is, is mostly still carryover from that.  Don't take it is
intentional new writing.
