[Catalog-sig] PyPI PKG-INFO submission drops first classifier

just noticed that the "upload your PKG-INFO file" feature
on http://www.python.org/pypi?:action=submit_form seems
to drop the first classifier.

I cannot get the "register" command to work from here (pro-
bably some firewall issue), so I've been using the PKG-INFO
for the previous version as a template for each new release.

today, I noticed that this approach didn't work as well as I
had expected:
