There was an issue created recently describing the context of that message, it's not
only about really changing blocks within that file, but might be about changed
permissions or stuff as well. It might be the result of some concurrent process doing
things to the files the same time Borg tries to back them up. Especially because you
have written about multiple problems in the last weeks which read like concurrency
issues somewhere, I would start looking at those topics first if I was you.

You need to create some sort of read-only snapshot of the filesystem, mount that and
backup the files from that. There is no other realiable way to prevent (accidently)
changing files during backups. With tools like BorgMatic and its hooks this is somewhat
easy to achive:
