Repo-Level actions do not need keys for decryption.

E.g. if you do a repo-only check, it won't need to decrypt data and will 
just check the crc32 of all objects stored in the repo.

If you start a transaction, write objects to the repo, but do not commit 
the transaction, borg will rollback everything to the previous 
transaction the next time you use the repo.

But due to the lost files your case seems more problematic than just a 
rolled back transaction (which should be no problem at all and 
definitely not cause loss of committed data).

Check if there is borg client (or borg repo server) activity, data 
flowing to disk or via network.

If you have an idea how big the initial backup was and how long it took, 
you can use that as the basis for a rough estimate.
