[Borgbackup] mailing list configuration - quickly reject non-subscribers

I changed the mailing list configuration to immediately reject mails
from addresses that are not subscribed to the list (instead of holding
them and requiring me to "moderate" them, what may take a while and in
effect the poster still won't be subscribed).

Everybody can subscribe to this list via:

https://mail.python.org/mailman/listinfo/borgbackup

That way, new posters get quicker feedback (then will subscribe and
re-post) and we are still a little protected from spammers.
