[AstroPy] Migrating to Google Groups

Hello Everyone,

My sincere apologies: The migration to Google Groups is "paused". We are
going to look into the migration of the lists to python.org and
re-evaluate.

Thanks to Simon for bringing that key piece of info to our attention!
