[XML-SIG] xmlproc callbacks

In xmlval.py, the methof handle_end_tag on ValidatingApp never makes a
call to its realapp's handle_end_tag.  This makes it very difficult to
generate DOMs using xmlproc and we never know when an element ends :).

I can make the fix if no one objects.
