[XML-SIG] [ANN]Release of 4Suite 0.12.0a1

Announcing the first alpha release of 4Suite 0.12.0.  It is available by
FTP at

ftp://ftp.4suite.org/pub/4Suite/

Due to some packaging problems we were unable to get a Windows 2.2
binary built.  We hope to have one out soon.
