[XML-SIG] XML for Python 2

If XML support is going to be cleaned up for Python 2 then we need a
list of what's to be done and who is to do it. Here is my list in terms
of priorities:

SAX API finalized
SAX implementation finalized
SAX test suite checked in
minidom bugfixes
decision on whether to document pulldom
overall documentation
PyXML integration

Much of this can be done in parallel. Rather than duplicating work, we
should decide who intends to work on what. Lars says he has already done
work on SAX but his situation is also slightly dangerous because we
don't know when his computer will be fixed. I will do the minidom fixes
and a bunch of the documentation.
