XML allows you to use either double quotes or single quotes
for attribute values (see the AttValue production).

that's perfectly valid XML.

it's not a bug -- at least not where you think it is.  since I
strongly doubt that xmlproc messes up on this one, maybe
the real bug is that the DOM writer doesn't look for quotes
in the attribute content?

the following is *not* a valid tag:

     <element attr=3D'it's the monty python...'>

it should be written as:

     <element attr=3D"it's the monty python...">

or

    <element attr=3D'it&apos;s the monty python...'>
