[XML-SIG] Upgrading Expat

  Could you file a bug report for this at
http://sourceforge.net/projects/expat/?  I'll try and make sure
something gets added.
  There is an XML_ExpatVersion() function in the CVS version, but that
still doesn't provide for compile-time checking, or support the older
versions we've been using.
