Keep it in the Python distro (Lib/xmllib.py).
Nuke it from the XML-SIG release.


We've already said before that the duplicate is unmaintained and has no
hope of replacing the standard distro version. Apparently, it doesn't
really offer anything over the standard distro. (but I dunno on this)
