[XML-SIG] 4DOM update

I should note that this is merely a pre-release for XML-SIG members.  In fact, 
there will still be a branched version of 4DOM released (hopefully today) with 
the old structure, and 4XSLT and 4XPath to go with it.  These will be the last 
versions using the old 4DOM structure.

Meanwhile we would appreciate if those using PyDOM and 4DOM took a look so we 
can iron out bugs before it replaces the core PyDOM package.  It's probably a 
good time to begin discussion of the procedure for replacing old PyDOM (do we 
go through a deprecation cycle?  How do we set up CVS?  etc.)
