[XML-SIG] saxlib 1.0 released!

The final version of saxlib 1.0 has now been released. There are no
changes to saxlib itself, only some minor changes to the xmlproc
drivers. However, the distribution has changed in that the saxlib
package itself is now separate from the driver package.

This has been done to ensure that the version number of the saxlib
package follows that of the main SAX API. This is not possible for the
driver package, which will have to be updated to follow new parsers,
parser releases and possibly also bug fixes.
