[Spambayes] Spambays Operation Question

I am running Version 0.9, with Outlook 2000, with Exchange Server.
 
The setting for putting spam in the Spam folder is 90, and for the Unsure
folder is above 15..  I am getting Spam put in the Unsure folder with scores
of 99 and 100.  I do not understand why they are not going into the Spam
folder.
 
Any ideas?
