You will need to use the modified Installer at
http://starship.python.net/crew/mhammond/spambayes

However, I suggest you don't bother :)  The next version is almost certain
to be released using "py2exe", and will include binaries for the Outlook
addin + the pop3proxy application.

See the file "windows\py2exe\README.txt" - this has very basic instructions.
