[SciPy-user] install location of the newcore header files

My attitude right now, given the feelings of Robert and Pearu on this 
issue is to leave things as they are and just place visible 
documentation to let the curious new-comer know where the headers are.

We should probably drop this issue, though, as there are plenty-more 
pressing needs.  

Of course, discussion on PythonEggs and its relationship to scipy is 
still appropriate.
