[Pythonmac-SIG] Problem with open_app Action Event

The icon does highlight when I drag a jpg-file over it. And it works 
fine just dragging a jpg-file to the dock-icon when the program has been 
started, but if the program has not been started it doesn't work. This 
is really bugging me, can't understand what makes the difference...
