It's an distribution of Python[1] that comes with all the useful stuff 
that was listed, quite similar to the "Enthought Edition" of Python for 
Windows (but seems to contain far more batteries).

[1] currently implemented such that it augments the stock Mac OS X 10.3 
installation, rather than being a completely independent distribution.
