Check out a Python library called scapy.  It's used for raw packet forgery.

But as others mentioned, that kind of activity will require you to run as root.  Also, sending raw packets over Wifi specifically usually requires you to switch wlan0 to "monitor" mode, essentially making it unable to do anything else with it while your script is running.

Also, not every Wifi adapter even supports entering monitor mode.
