Usenet[1] doesn't have an admin. It's generally unmoderated and
decentralized (no central server).  Anyone can run a Usenet server and
contribute messages to the global group. In the old days every Uni had
it's own Usenet server and we had a lot of great global communication on
the groups.  However now I think the Python community would be well
served to just sever the Usenet connection entirely and just use the
mailing list.  The mailing list does ban people from posting from time
to time.
