You should have a folder in your Start Menu for Python. Inside of that, there should be a shortcut for IDLE. If there's not, then I'm guessing it didn't install correctly. I haven't had any problems installing Python 3.5 on my Windows PCs, although I have had issues getting it installed in certain locked down virtual environments.

Try uninstalling and then reinstalling Python 3.5
