You don’t.  First off, nobody really likes nor uses SourceForge today.
 Python can be found on the website, http://www.python.org/getit/ and
numpy is in the PyPI: https://pypi.python.org/pypi/numpy .  Both links
have Windows binaries, which I assume you want.
