A WAD(-like) C-level exception catcher for Windows?

For Unix there exists the WAD (part of SWIG) to catch C/machine-level 
errors (mem. access error, etc. ) and transform them into nice Python 
exceptions.

Does something like that exist for Windows?
Or does somebody know a roadmap how to do something like that with 
Windows most easily?
