HTTP Proxy server in python

"Fishboy" has already suggested using Squid.  My recollection is that
there's an add-on product for squid, called squidguard, which can track
and limit usage.  When I was in this situation, squidguard distinguished
between users by using HTTP Proxy Authentication, but it may be possible
to set it up to use IP addresses or something else.
