I agree that the "biasing" factor exists in either case.  In another
thread, James made a different point, namely that if a pro-PEP person
conducts the vote and it fails, then there's much less likely to be a
situation of ill will.

Again, I think as long as the results are publicly disclosed (it's not a
secret ballot) it really doesn't matter who conducts the vote.
